WILMINGTON -- Brunch at Wilmington restaurants will start two hours earlier this Sunday after members of the city council passed what is commonly referred to as the "brunch bill" Tuesday night. Wilmington's decision follows other local municipalities such as Surf City, Wrightsville Beach, Carolina Beach and New Hanover County, that all passed the measure in the last two weeks. Gov.
